The deadline for submitting technical and scientific papers to the 15th World Congress on Intelligent Transport Systems has been extended to February 15, 2008. This event, which takes place from November 16-20, 2008 in New York City, is expected to attract 10,000 delegates from more than 40 countries. Technical paper drafts and full scientific papers must be submitted no later than February 15 to:

The Oregon Department of Transportation (ODOT) has released a report on a pilot program that examined the feasibility of replacing the gas tax with a mileage-based fee based on miles driven in Oregon and collected at fueling stations. The pilot program also explores the the feasibility of using this system to collect congestion charges. ODOT launched a 12-month pilot program in April 2006 designed to test the technological and administrative feasibility of this concept. The program included 285 volunteer vehicles, 299 motorists, and two service stations in Portland.

We will be joined by members of ITS Washington, and will be announcing this year’s ITS Oregon scholarships winners as well as honoring others who have made significant contributions to the ITS community in Oregon and the Northwest.

Each entry contains a brief summary of the project as well as a web site or contact name for more information. The Fact Sheet will be updated and circulated on a periodic basis.

The ITS Joint Program office is pleased to present its updated ITS/Operations Resource Guide website. This website is a comprehensive listing of over 500 documents, videos, websites, training courses, software tools, and points-of-contact related to ITS and transportation operations. New resources in this update include:
- Several new resources added to the Featured Resources section that showcase U.S. DOT efforts in safety and mobility, program planning, the Congestion Initiative, and university-based transportation research.
- Interactive Web-based training courses (“webinars”), offered through the JPO’s Talking Technology and Transportation (T3) program and archived online, covering a wide range of topics including procurement, telecommunications and systems engineering.
- Training courses on transit ITS offered by the National Transit Institute.
- Resources related to the FHWA’s Localized Bottleneck Reduction (LBR) program and FHWA’s Travel Demand Management (TDM) program.
- The adaptive traffic signal control software package ACS Lite, developed by FHWA.
- The Work Zone Safety and Mobility Peer-to-Peer network that matches local agencies who have questions about work zones with volunteers who have the needed expertise.
- Documents related to archived data, bus rapid transit, commercial vehicle safety research, communications standards, rail-highway intersection safety, red light cameras, road weather management, traveler information and traffic signal control, as well as the Commercial Vehicle Information Systems and Networks (CVISN) program, the Integrated Vehicle Based Safety System (IVBSS) Initiative and the Next Generation 9-1-1 Initiative.

Congratulations to our new President, Ed Anderson, and new Vice-President, Doug Sallman. Ed is an ITS Engineer with ODOT, and previously served as Vice-President. Doug is a Senior Associate with Cambridge Systematics. Orlena Chiu will continue to serve as Treasurer. The Secretary position will rotate between members.

OTREC is pleased to announce the posting of the 2008-2009 Request of Proposal (RFP). The total funding available under this Request for Proposals (RFP) is approximately $2.8 million, and OTREC expects to fund as many high quality proposals as possible to support relevant work that relates to their theme and supports national transportation priorities, initiatives and needs. A section on regional research priorities has been added to the proposal, providing researchers with potential collaboration opportunities with regional agency partners.
Due to the nature of OTREC federal funding, project timeframes proposed should be for one year, and should generate measurable results in that time. All OTREC awards require a minimum of 100% match from non-federal sources. Proposers should remember that match commitment needs to be obtained as part of the proposal.
